Mandatory STCW Training & PSSR Update in Kenya

If you’re planning to work at sea or are already part of the maritime workforce, compliance with international safety training standards is not optional , it’s mandatory. Pioneer International University (PIU), through its STCW Training Centre, is currently offering essential maritime safety courses alongside a newly required regulatory update that every seafarer should be aware of.

What Is STCW Training and Why Is It Important?

The Standards of Training, Certification and Watchkeeping (STCW) is an international convention established by the International Maritime Organization (IMO). It sets minimum qualification standards for masters, officers, and watch personnel on seagoing merchant ships.

In Kenya, STCW training is mandatory for:

  • Applying for a Seaman’s Book (CDC)
  • Renewing maritime certification
  • Securing employment on international vessels
  • Meeting Kenya Maritime Authority (KMA) compliance requirements

Without STCW certification, you cannot legally work at sea.

Basic Safety Training (BST) Program

The cornerstone of STCW compliance is Basic Safety Training (BST). PIU’s STCW Training Centre offers a comprehensive BST package covering the core safety competencies required onboard ships.

Courses Included in BST

1. Personal Survival Techniques
Teaches survival skills in emergency situations such as ship abandonment, including liferaft use and water survival.

2. Fire Prevention & Fire Fighting
Focuses on identifying fire hazards, using firefighting equipment, and responding to onboard fire emergencies.

3. Seaman’s Book (CDC) Processing
Supports trainees in acquiring the Continuous Discharge Certificate required for sea service records.

Additional Mandatory Training: Crowd & Crisis Management

Alongside BST, PIU is offering Crowd and Crisis Management & Human Behaviour Training.

This course is especially important for seafarers working on:

  • Passenger ships
  • Cruise liners
  • Ferries

It equips trainees with skills to:

  • Manage passenger emergencies
  • Handle panic situations
  • Lead evacuations
  • Communicate effectively during crises

KES 37,500 – Covers both BST and Crowd & Crisis Management courses.

Additional KMA Statutory Fees

These are regulatory charges payable for certification processing:

  • Medical Stamp – $6
  • STCW Certificates – $51
  • Seaman’s Book – $21
  • Crowd & Crisis Certificate – $22

Total KMA Fees: $100

Mandatory PSSR Update (New STCW Requirement)

In addition to core BST training, the STCW Convention has introduced a regulatory update under:

Personal Safety & Social Responsibility (PSSR) – A-VI/1-4
Aligned with IMO MSC.560 (108) amendments.
